Don't think the tax and mot matter for a transfer.
Just the log books.
You need to get a transfer form from the local DVLA office.
The fee is about £80 |

the vehicle(old 33) MUST have a current MOT to transfer the plate over |

Theres a concession for donor vehicles. With an inspection
DVLA
"While donor vehicles need to be currently licensed to participate in a cherished transfer, applications to transfer marks from unlicensed vehicles will still be considered as long as the vehicle licence expired no more than six months before the date of the application. This ensures that the vehicle has been subject to testing in the last eighteen months and will therefore not have deteriorated to such a degree that the vehicle’s entitlement to the registration mark is difficult to identify during inspection" |
